Notes: Captain Richard Foley was a licensed East Coast pilot and marine master of merchant ships with a home port in Baltimore, Maryland. He served as a blockade runner in the Confederate Navy during the Civil War. He was acting Master of the [C.S.S. Arctic] which was later burned by the Confederates after the fall of Wilmington, North Carolina, in 1865.
